A legislator from the eastern city of Jinan has been arrested and stripped of his political positions for allegedly plotting a car bombing that killed his mistress.
According to local media, Duan violated party and administrative rules by having a long-term relationship with a mistress to whom he gave large sums of money and benefits.
Duan, 61, was also charged with hiring a hit man to kill his mistress.
Caijing confirmed that Duan was accused in connection with the deadly car blast in Jinan, the capital of Shandong Province. The speeding car exploded around 5:30 p.m. July 9, leaving one person dead and another injured.
According to police, the deceased was a 31-year-old woman surnamed Liu. The car, which she owned, was installed with police license plate.
Liu was identified as Duan's mistress. She was also an official at the city's land and resource bureau and a former waitress at a hotel for the Jinan People's Congress.
Liu’s car allegedly was rigged with explosives by a policeman surnamed Chen, husband of Duan's niece. Both men are being held by police. 
Duan is a native of Shangdong's Qihe County. He earned an electronic engineering degree and worked at a factory several years before being promoted to a provincial party job. He was elected director of the city's legislature in 2001 and won re-election two years later.
The latest scandal prompted the Shandong Provincial Party Committee to strip him of his Communist Party position. He was also removed from his legislative post with the 10th National People's Congress.
