SOEs saw earnings slump year-on-year

Chinese state-owned enterprises earned 1.2 trillion yuan before taxes during the first 11 months of 2008, down 15.7 percent year-on-year, the Ministry of Finance reported. Profits in electricity, metal, and auto industries have declined since the third quarter.
