Environmental Targets Slip Further from Reach

Two major goals of the NDRC, reducing pollution, and promoting the service industry, may be in jeopardy, as heavy industry gets a boost.

Hopes have dimmed that China will meet emission reduction targets by 2010. Progress has been particular slow in decreasing energy intensity (the energy consumption per unit of GDP), reducing major pollutants and increasing forest coverage, reported Zhang Ping, Chairman of the National Development and Reform Commission.

 

On Dec. 24 Zhang reported on development of the 11th Five-year Plan for 2006 to 2010 to the Standing Committee of the National Congress. He said implementation of six out of their 22 goals has been slower than expected.

 

The financial crisis further jeopardizes the likelihood of achieving these goals, high-emission and energy-intensive industries are likely to grow faster over the next two years, Zhang said.

 

His report also shed light on slow development of the service industry. The planning official called for an overhaul of China’s economic structure.
