China to Standardize Coal Fees in Shanxi

 China is planning to replace the coal fees charged by local governments in Shanxi Province with a standard resource tax levied by the central government.
» The move to centralize fee collection stands to benefit end-users of coal by reducing the number of stages at which the strategic commodity is taxed.
» But the move faces potential resistance from local governments, which depend on the revenue collected and employ thousands of workers to collect the fees.
