» China and the US will take substantive steps to promote their cooperation in the field of clean energy by setting up paired Strategic Energy Zones (SEZs) to lift policy and technological barriers.
» The establishment of clean energy SEZs are one of the eight initiatives offered by the non-government U.S.-China Clean Energy Forum in February 2009.
» The two sides are likely to sign a new bilateral agreement to combat climate change during U.S. President Barack Obama's visit to Beijing in November, a month before leaders gather in Copenhagen to thrash out the details of a new global climate change compact.
» China is concerned that the U.S. Clean Energy and Security Act, which has already been passed by the House of Representatives, will give future U.S. administrations the authority to levy "carbon tariffs" on countries not restrained by fixed quotas on greenhouse gas emissions.
