    The government plans to spend 850 billion yuan over the next three years to establish a universal healthcare system in China. The reforms aim to make healthcare more equitable and affordable, while increasing the overall quality of care. Experts, however, are questioning: how much of the 850 billion yuan is new money? Do local governments have the funds to cover their share? And will the accompanying policies make the structural changes necessary for real change to take root?
