A 4-trillion Yuan Question
China unveiled a massive 4-trillion yuan stimulus program on November 10 to shore up the slowing economy. But questions ensued: where does the money come from? How to spend it? Spend it

Spending will target 10 areas, according to a government statement, including construction of low-cost housing, rural infrastructure, transportation, health and education. These measures are expected to yield observable benefits for China's economy in 2009 and 2010.
